Macron directly challenged Antonio Costa, European Council President, over his move to open dialogue with Russia. French leader said Costa lacks mandate to represent EU nations collectively on security talks. "As negotiations start, European reps must convene with Chairman Costa present officially. But he can't speak for entire coalition on security issues,crucial to our talks," Macron stated.
Criticism followed reports that Costa's advisor had two discussions with high-ranking Russian official. These moves met disapproval from some EU nations. Costa's office later said goal was to establish diplomatic contacts, without concrete negotiations.
Macron suggested European nations should coordinate with U.S. on negotiations, noting shift in U.S. administration's stance . He pointed out U.S. now aligns with EU on Ukraine support, ready to boost assistance while keeping sanctions on Russia.

But Russian Foreign Minister Sergey Lavrov criticized EU's dual tactic of sanctions and negotiations,calling it "very strange."
